Chapter One: Purpose, Scope and Legal Basis
Article 1 – Purpose
The purpose of this regulation is to establish the principles governing the allocation, use, continuity and oversight of scholarships and in-kind assistance provided by Lokman Hekim Health Foundation to medical students.
Article 2 – Scope
This regulation covers students enrolled in medical faculties at public universities in Türkiye or at private/foundation universities on full scholarships, who require financial or in-kind support and meet the criteria determined by the Foundation.
Article 3 – Basis
This regulation has been prepared in accordance with Turkish Civil Code No. 4721, Foundations Law No. 5737 and other applicable legislation.
Article 4 – Definitions
The following terms have the meanings assigned to them in this regulation:
a. Foundation: Lokman Hekim Health Foundation.
b. Board of Directors: Lokman Hekim Health Foundation Board of Directors.
c. Selection Committee: The interview panel consisting of members of the Foundation's Board of Trustees and/or volunteer staff who take part in the scholarship selection process.
d. Scholarship: Non-repayable financial assistance provided to students described in Article 2 for as long as they continue their education.
e. Scholarship Recipient: A student who is entitled to receive or is currently receiving a scholarship from the Foundation.
f. Donor: The person and/or institution who makes conditional or unconditional donations to the Foundation.
g. In-Kind Donation: All kinds of service, product and information support made to the Foundation.
Chapter Two: Scholarship Programme and Funding
Article 5 – Scholarship Types
1. Undergraduate Scholarship: Monthly financial support provided to medical students under the “Yetiş Doktor Scholarship Programme”.
2. Achievement Incentive Scholarship: Additional financial support provided to scholarship recipients with exceptional academic achievement or to newly enrolled students with high entrance rankings.
3. International Internship Scholarship: Financial support for transport, accommodation and other essential expenses enabling current scholarship recipients to participate in international internship programmes.
Article 6 – Scholarship Fund Sources
Scholarship funding is provided from the following sources:
1. General donations made to the Foundation,
2. Conditional donations made to the foundation - which can only be used as scholarship donations -
3. Financial income obtained from activities organized by the Foundation and/or economic operating income
scholarship resources allocated from sources,
4. From the subsidiaries of the Foundation (Lokman Occupational Health and Safety, Lokman First Aid Training

CHAPTER THREE: Scholarship Application and Evaluation Process
Article 7 – Application Conditions
1. Being a citizen of the Republic of Türkiye,
2. Being a full-time student at a medical faculty in Turkey,
3. Needing financial support,
4. Having a GPA of at least 2.5 out of 4.00,
5. Not receiving a regular scholarship from another institution (except a KYK scholarship).
Article 8 – Required Application Documents
A. Documents that candidates must submit in step 1:
1. Student information form,
2. Student Certificate,
3. Handwritten application/motivation letter (single page on A4 paper)

B. Candidates whose preliminary examination was evaluated positively and who will fill out the 2nd step form will be informed during the application

4. Education/Contribution Loan and Scholarship Inquiry Document (can be obtained from e-Government),
5. For new registrants; Document showing LGS exam success,
6. For university students; Transcript Document/University 1st year and preparation period
ÖSYM document for (can be obtained from e-Government or ÖSYM website),
7. Student's full service record (4A, 4B, 4C/ can be obtained from e-Government),
8. Document showing disability status, if any (obtained from the health board and updated),
9. Poverty certificate, if available
10. Domestic and international achievement certificate, if any,
11.* Income certificate of mother and father (Employees in public institutions can obtain it from e-Government.
Those who do not work in public institutions must receive a pay slip from the institution they work for).
12.* From the Social Security Institution on behalf of the mother and/or father who is not working and has no income.
Document proving that there is no income/income records (can be obtained from 4A, 4B, 4C/ e-Government),
13. Certificated Population Registration Sample (The document showing all family members, obtained from e-Government

Article 9 – Application Process

Article 10 – Evaluation and Selection Process
1. Step 1 applications are subject to preliminary review by the Selection Committee.

Article 11 – Scholarship Payments
1. Scholarship payments start in October of each academic year and end in June (9 months

Article 13 – Reasons for Discontinuation of Aid

CHAPTER FIVE: Management and Control
Article 14 – Management Authority

Article 16 – Enforcement
This regulation is valid from the date it was approved by the Lokman Hekim Health Foundation board of trustees.
